The thing is, it's usually attributed to Hispanics, and once a phenomena becomes known by enough people about a race, it becomes a stereotype. When people think of illegal aliens, they usually think of Mexicans, although Mexican people aren't the only kind of illegal aliens here. When people think of racists, they usually think of the KKK and white people, but every race has racists. So it's all about how the rest of society sees it.

If somebody has a costume with sagging pants, gold teeth, chain, a gun, and a fake tattoo, most people are gonna think it's a gangster, which is usually associated with blacks, just because of how blacks have been perceived and stereotyped over the years, even though anybody can sag, and have gold teeth and everything else.
